If the U.S. truly wants a National Energy Policy to reduce its dependence on foreign crude oil it only has to look to the example of South African.

The South Africans pioneered coal gasification - coal to liquids (CTL) in the 50s and 70's (when OPEC boycotted the US - you remember, the first US ENERGY CRISIS) to reduce South Africa's imports of foreign crude by 50%.
